ORCA has a new look. While the functionality remains the same, ORCA will look different. This new version of ORCA features:

  • Compliance with Commonwealth accessibility requirements
  • Streamlined navigation, with the menu now on the left hand side of the page
  • Drop down menus and cookie crumbs to aide organization of documents
  • Adoption of the Commonwealth web application template

When you log in you will go to the Document List page where you can review and comment on the documents available.

If this is the first time logging into ORCA after July 17, 2009, you need to change your current password. Please log in with your current password, then you will be prompted to create a new one following updated guidelines. To create your new secure password, please follow the guidelines below:

  • Your password must be 8-15 characters long.
  • Must include at least one alpha character.
  • Must include at least one number character.
  • Must include at least one special character from this list: @ # $ % ^ _ & + =
  • An example of an acceptable password is: Mount@in75

 

If you do not have a password for this application, please use the Account Management form.

If you have a password to this application, but cannot remember it or your username, please use the Forgot My Password form.

Notice: All documents in the Online Review & Comment Application are draft whether or not they are specifically marked and intended only for comment and discussion by concerned parties.
